Man jailed for breaching Chester criminal behaviour order

A prolific offender has been jailed after he admitted breaching his Criminal Behaviour Order (CBO).

Ian Churchill, of no fixed abode, appeared at Chester Magistrates’ Court on Wednesday 24 May 2023 where he was sentenced to 12 weeks in prison.

The 38-year-old is a prolific offender in the Chester and Ellesmere Port areas. Over recent years he has accumulated 27 criminal convictions for a variety of offences including assault, criminal damage, theft, public order and drugs offences.

Due to his behaviour, he was taken to Court in February 2022 where a 30-month Criminal behaviour order was put in place with a number of strict condition.

Under terms of the order Churchill must not -

• Enter the area as defined by the exclusion map, save to go directly to and from the Share Hub, Presbyterian church, City Road, during their opening hours by the route of the Barrs roundabout onto City Road (the subway must not be used) and back via the same route.
• Use, or encourage others to use, foul, abusive, insulting, offensive, threatening, disorderly or intimidating language or behaviour in any public place in England and Wales or towards any person.

Despite the CBO and the repeated warnings from officers, Churchill was arrested again on Tuesday 23 May after he breached the order by entering the exclusion zone.

Inspector James Wilson, of Chester Local Policing Unit, said:

“Churchill is a prolific offender who has brought misery to the city over a number of years.

“Despite multiple offers of support, he has continued his offending and refused to engage with officers, persistently showing no consideration at all for the impact his behaviour has had on others.

“There comes a point when you have to say enough is enough and take additional action to protect the community and businesses in the area.

“I hope that this sentence provides reassurance to local residents and helps to deter Churchill’s criminal behaviour in future.”

Following his release from prison Churchill will be required to continue to comply with terms of his CBO until 15 August 2024. If he breaches the order again, he will be arrested and court face a penalty of up to five years imprisonment.
